Luigi is the bravest guy in the room, when not eating italian foods and tasty coca cola with Mario, he's hunting ghosts while he is nervous especially around ghosts, he saves his bro and friends from an evil ghost King Boo in the Luigi Mansion vide games.
So yeah it's true Mario has no flaws or fear but Luigi does, that's what makes him so human and a good brother to Mario.
